Why haven't I received my PayPal reward?

PayPal sometimes block transactions on their end. This is normally due to their strict security compliance. But can also be because the reward is being sent to what PayPal describe as a prohibited country. See the list of their blocked countries below.

Persons Undermining the Sovereignty of Lebanon or Its Democratic Processes and Institutions
Nigeria (they allow merchant accounts but can't send money to Nigerian personal PayPal)
North Korea
Sierra Leone
Sudan
Syria
Western Balkans
Zimbabwe
